Sections 22A to 23I of the Police Act 1996 (as amended) (the Act) contain provisions under which cooperation agreements may be concluded between police forces and local police bodies (PCCs) in order to achieve more efficient and effective delivery of police services. Such an agreement is called a collaborative agreement with police forces (CPA). This is a collaborative legal agreement to cover and replace the current legal services in the police force. One of the few mayors of the big city to have survived a major episode of unrest is Charlie Luken of Cincinnati. The riots cost millions of dollars and devastated the city`s Rhine district. A few months later, however, Luken was re-elected. He oversaw a police reform process that is now seen as a model for other cities. The CCP has entered into the following cooperation agreement with the National Vehicle Crime (NAVCIS), the Freedom of Information and Data Protection Unit of the National Police (NPFDU), and the National Wildlife and Crime Unit (NWCU). In the interest of efficient and effective policing, the YORKSHIRE and Humber Chief Constables and CSPs have entered into an agreement based on a lead force model to improve the performance of police functions shared across the region, for which chief constables are responsible for the police and for which PCCs are accountable to their communities. As a result of the Parker review, a number of national police functions have been enshrined in national cooperation agreements.

This review led to the Cincinnati Collaborative Agreement, which provided for a comprehensive overhaul of police policies and practices, which has since been used as a national model for community engagement in policing.
